What is DORA?

The digital resilience regulation for European finance

DORA (Digital Operational Resilience Act) is European regulation that took effect in January 2025 and requires the entire financial services sector in the European Union — banks, insurance, investment management, and fintech — to ensure digital operational resilience.

The regulation focuses on ICT (information and communication technology) risk management, response and recovery mechanisms, resilience testing, reporting on significant incidents and managing critical third-party suppliers (CTPPs).

In Israel, DORA doesn't apply directly, but it's relevant for Israeli fintech/finance companies operating in the European market or serving clients there — and aligns with Bank of Israel guidelines for computing risk management.

Response & recovery

Incident response plan, resilience testing and recovery scenarios.

Third-party supplier management
